National Photonics Initiative and NYPhotonics On The Hill For Congressional Visits

This week we were in DC for Congressional Visits Day and STEM on The Hill, combining forces with our colleagues at OSA and SPIE and ASTRA to educate and inform our delegation about the importance of Optics, Photonics and Imaging to our national security and to the economy.  Our work impacts American lives in so many areas: health care, defense, security and consumer products just to name a few, that it is important to identify, emphasize and support legislation that is important to our membership.

The Optical Society of America (OSA) and International Society For Photonics (SPIE) have really stepped up their lobbying game with the National Photonics Initiative, and their hard work makes our work on The Hill so much easier.

Acknowledgement is due to OSA President, Elizabeth Rogan and SPIE President, Eugene Arthurs for their leadership, and to OSA staff Laura Kolton and Brandy Dillingham and SPIE staff Krisinda Plenkovich and Jennifer Dsouris.  Without their hard work and leadership the NPI would not exist and there would have been no Photonics NMI opportunity that resulted in AIM Photonics, focused upon the development of integrated photonics.  This is important to keep in mind with so many people taking bows.  If you see any of these folks at events and conferences around the world, thank them for their good work.

This week we were fortunate to be joined by two PhD candidates, Jacob Wirth from RIT and Fabrizio Bucccheri, from UR, whose concise descriptions of their work, its relevance to national security, and the importance of U.S. investment in fundamental research that made it possible brought home our R&D message when talking to Congresswoman Louise Slaughter, Congressman Christopher Smith, Senator Robert Menendez, Senator Corey Booker, Senator Kristen Gillibrand and Senator Chuck Schumer.

Fabrizio’s and Jacob’s participation in this week’s events were made possible by student travel grants from OSA.  What a great opportunity for these students.  An interesting note: Jacob’s research colleague at Naval Research Labs was a prior student participant in Congressional Visits Day.

New York Photonics Cluster Endorses Leadership Accord 

ROCHESTER, NY, August 18, 2015 – New York Photonics, based in Rochester, NY, endorses the leadership statement issued today by SUNY Polytechnic Institute President and CEO Dr. Alain E. Kaloyeros and University of Rochester President and CEO Joel Seligman.

We salute the leadership of Governor Andrew Cuomo for convening New York’s “Dream Team” and supporting his vision with a major investment.

We thank Congresswoman Louise Slaughter (NY-25) for her unflagging support of the Photonics NMI effort during the past four years. We thank New York Senators Chuck Schumer and Kirsten Gillibrand for their support as well.

An Integrated Photonics Institute for Manufacturing Innovation would not be possible without the National Photonics Initiative

There would be no Integrated Photonics Institute for Manufacturing Innovation were it not for the hard work of our societies OSA and SPIE in Washington DC, and their members.  

Kudos to Alan Willner at USC for his leadership, and to Elizabeth Rogan at OSA and Eugene Arthurs at SPIE.  Without their commitment and the work of their superb staffs, the NPI would not have had the impact that it is having.

 

\WASHINGTON, July 22, 2015 /PRNewswire/ — The National Photonics Initiative (NPI) congratulates SUNY Polytechnic Institute and other members of the New York consortium on their selection as the country’s first Integrated Photonics Institute for Manufacturing Innovation (IP-IMI). Proposed as part of President Obama’s National Network for Manufacturing Innovation (NNMI), the IP-IMI was established to bring government, industry and academia together to advance state-of-the-art photonics technology and better positionthe United States relative to global competition in this critical field.

SUNY Polytechnic Institute was joined by University of Rochester, Rochester Institute of Technology and a regional cluster of photonics businesses to submit the proposal that was selected from among three finalists. The Department of Defense (DOD) has committed to investing $110 million in the IP-IMI. The other two finalists were University of Central Florida and University of Southern California.

On behalf of the NPI, Steering Committee Chairman Alan Willner issued the following statement:

“Today is a great day for the US photonics industry, and we congratulate the New York consortium on this win. While other countries have heavily invested in advancing their optics and photonics industries, the United States’ lead in this cutting-edge technology has dwindled. Establishing an IP-IMI in New York is a step in the right direction for our industry and will strengthen our country’s position as the world leader in transitioning photonics research to commercial markets.”

“The NPI and its supporting societies are committed to the long-term success of the IP-IMI. Since the IP-IMI selection process began in June 2014, the NPI has worked to educate the photonics community about this historic opportunity and pledged its support to whichever consortium was ultimately selected by the Department of Defense (DOD). We are prepared to help the IP-IMI, and by association work with the DOD, by leveraging the platforms, programs and resources of our scientific societies. The NPI looks forward to continuing its role as an advocate for the photonics community and continuing to serve as a private sector resource for the DOD as this project now moves from idea to reality.”

Optics and photonics are the science and application of light. Specifically, photonics generates, controls and detects light to advance robotics, manufacturing, medical imaging, next-generation displays, defense technologies, biometric security, image processing, communications, astronomy and much more. Integrated photonics circuits incorporate multiple miniature optical structures to manipulate and control beams of light, in the same way that integrated electronic circuits control electrons, in order to encode, transmit and decode information. A major goal for the IP-IMI will be to develop low-cost, high volume, manufacturing methods to interface electronic integrated circuits with integrated photonic devices.

What is really astounding (to anyone that has ever used Photoshop) is the viral nature of the argument about the blue dress.  Is it blue, or is it white?  The real answer of course is, “Who cares?”  But since the subject has caught the attention of millions, the scientists have to step in.  After all, IT’S OPTICS!

Rochester’s International Year of Light in Motion

Did you know that the stunning lights of aurora borealis are the result of solar wind? Or that every CD and DVD player contains a tiny laser? Or that some people can trick their brains to see “impossible” colors?

Fascinating, right? It’s this fascination with light and an unquenchable interest in researching new concepts that has made the Rochester region a light, imaging and optical technologies worldwide hub.

The United Nations has proclaimed 2015 as the International Year of Light.

Organizations, businesses and museums around the world are planning celebrations to highlight to the citizens of the world the importance of light and optical technologies.

The Rochester Museum & Science Center (RMSC), Rochester Regional Photonics Cluster and other commercial and academic partners have come together to engage the community in a variety of light-based experiences. Partners include the Rochester Institute of Technology, University of Rochester, Monroe Community College, OSA-RS (Optical Society — Rochester Section), ASE Optics, Corning Tropel, IDEX Corporation, Optimax and Second Avenue Learning.

Optics and related technologies offer major benefits to our region, including interesting and well-paying careers in science, engineering and manufacturing. Globally, light-based technologies promote sustainable development and provide solutions to challenges in energy, education, agriculture and health. From the Mars Rover, to Internet communication and revolutionized medicine, optics changes the way we live. We want to raise awareness about how light-based technologies directly respond to the needs of humankind.

Using the International Year of Light as a platform, many local organizations plan to generate interest in optics through hands-on applications. The RMSC plans to host special public light-based programs including “Science of Light Weekends” throughout the first half of 2015 and “Light-a-Palooza” during spring break. Consortiums Compete for Establishment of Integrated Photonics Institute for Manufacturing Innovation

Funding Opportunity Announced

Through a Funding Opportunity Announcement  (FOA) made on Nov. 6, the U.S. Department of Defense is calling for concept papers for the establishment of an Integrated Photonics Institute for Manufacturing Innovation (IP-IMI).

The IP-IMI will be the largest federal investment to date under the Obama administration’s National Network for Manufacturing Innovation (NNMI) at $110M. The IP-NMI does not include optics, optical systems or optical manufacturing. It does not include lasers at the manufacturing scale, optical materials or new systems for manufacturing critical DoD optical components. It is narrowly focused upon “domestic integrated photonics chip fabrication foundry access, integrated design tools, automated packaging, assembly and test, and workforce development.”

The FOA was made through the Air Force Research Laboratory, following President Barack Obama’s announcement of his administration’s intent to form the IP-IMI, the sixth such institute under the NNMI. The FOA reaffirms that commitment, with DoD investing $110 million, intended to be somehow matched or exceeded in investment  from industry, academia and/or state and local government through the winning proposal.

New York Proposals

A National Institute for Manufacturing and Innovation in Photonics has been one of the main goals of the National Photonics Initiative (NPI).  Numerous lobbying efforts and a national fly-in have supported the NPI.   Congresswoman Louise Slaughter (NY 25) has been an enthusiastic advocate for a photonics institute led and located in Rochester, N.Y.

In Rochester, an NMI effort led by the University of Rochester has been under way for two years. The university has been working with key stakeholders across the U.S. to form a consortium to partner on an application. It is rumored that The College of Nanoscale Science and Engineering at SUNY Albany (CNSE) is also working on an application.  Sources at the University of Rochester say that they have been engaged in brokered discussions with CNSE.

Other New York research interests might include names like Cornell University, RIT, Columbia University, Clarkson, University at Buffalo and others.  Industrial partners may include such names as Corning, GE, IBM, Global Foundries and Sematech.

Applications are due on Dec. 19.

Recent New York Efforts

The last NMI award announcement was for an institute for power electronics.

CNSE led a consortium that applied for the Power Electronics NMI in late 2013. That Institute was awarded to a consortium based in North Carolina.  Undeterred, Gov. Andrew Cuomo later announced a New York State Power Electronics Institute under the CNSE umbrella, promising to create 500 jobs. The announcement was made in the same building where CNSE announced its Department of Energy Photovoltaics Consortium on July 17, 2013,  promising to create 100 jobs.

The competition for leadership in Optics, Photonics and Imaging seems to be paying off for New York State.

Manufacturing Day Bells Rang in New York

Big day of news for our industry yesterday, Manufacturing Day in America!

First,

At an event to celebrate Manufacturing Day at New York Photonics member EMF Corporation in Ithaca, New York with their Congressman from New York’s 23rd district (which includes Corning), Tom Reed, and OSA CEO Liz Rogan.

Congressman Reed deserved the wonderful welcome he got at EMF.  Reed and Joe Kennedy, (D, MA) cosponsored the Reinvest in American Manufacturing & Innovation (RAMI) Bill that passed the House on September 15th.  The bipartisan bill, supported by president Obama is also in the Senate (S. 1468) under the sponsorship of Senators Sherrod Brown (D-OH) and Roy Blunt (R-MO), has the potential to create another few Manufacturing Institutes as part of the president’s National Network of Manufacturing & Innovation.

Reed deserves to be recognized for his leadership, for his independent initiative, and last but certainly not least and especially significant for his constituents in the 23rd, his championing of manufacturing and manufacturing jobs.  His critics can say what they will but this guy supports manufacturing.  His questions at EMF showed insight into manufacturer’s problems, from workforce development and schools, to tax credits and rare earths.

Second,

While we were headed to Ithaca we heard about the forthcoming announcement that afternoon from the Department of Defense (well, actually from President Obama, celebrating Manufacturing himself in Princeton, Indiana) of $200M in funding for a National Manufacturing Institute in Photonics.

This announcement is the result of so much work by so many people that it is difficult to appreciate unless you have been part of the effort. Connect the dots:

At her press conference in Rochester to announce the upcoming competition (with a great deal of collaboration, we hope) for a
National Institute of Photonics, Congresswoman Slaughter said,

National Manufacturing Day was a great day for Western New York and for the nation’s optics, photonics & imaging industry.  A lot of people, to many to list here, deserve credit for their hard work.
